St. Mary's to Host Household Hazardous Waste Day - Bay Net

St. Mary’s County is sponsoring its annual Household Hazardous Waste Day (HHW) Day Event on November 13, 2010, from 8:00 a.m. to 4:30 p.m., at the St. Andrews Landfill, 44825 St. Andrews Church Road, California, Maryland, 20619.

Many common household products contain hazardous substances.  These products become household hazardous waste (HHW) after the consumer no longer has any use for them.  The average U.S. household generates more than 20 pounds of HHW per year.  As much as 100 pounds can accumulate in the home, often remaining there until the residents move or do an extensive clean out.

County residents are encouraged to clean out their barns, basements, sheds, garages, etc. and take advantage of the opportunity to properly discard the toxics that have been lurking in and around their homes.  These toxins include pharmaceuticals, disinfectants, paint (all kinds), stains and polish, solvents and thinners, caustic cleaners (for toilets, tile masonry, ovens, etc.), pool chemicals, lawn care chemicals, pet care chemicals, pesticides, fungicides and herbicides, batteries (all kinds), thermometers, thermostats, fluorescent light bulbs (all contain mercury), aerosol cans, old gasoline, kerosene, and other fuels (even mixed with water) will be collected.

Chemical company agrees to pay penalty - Houston Chronicle

A Pasadena chemical manufacturer has agreed to pay $1.5 million in penalties for violations of Texas and federal waste disposal laws, officials said Thursday.

The penalties stem from Air Product LLC's failure to properly store, transport and manage sulfuric acid at its Pasadena plant between 1990 and 2009, according to legal filings by the Texas Attorney General's Office and the U.S. Environmental Protection Agency.

The used acid is classified as a hazardous waste under state and federal law. Air Products maintains that the acid was "purposefully produced" and not a waste, according to legal documents filed in Houston federal court.

The company sent the spent acid to a nearby plant that was not a permitted storage or disposal facility for the waste. In 2007, the fluid breached a retaining wall and reached the Houston Ship Channel, officials said.

Under the settlement, Air Products is prohibited from sending spent acid to the plant, Agrifos Fertilizer Inc. It also must notify state and federal regulators if it ships the waste off site.

Painting your house is always a great way to give it a fresh look.

But the leftover paint can damage to the environment if spilled or dumped inappropriately.
In this weeks "Your Green Life", Meteorologist Jeff Edmondson takes a look at some options you have for disposing of leftover paint.

Almost all of us have some hazardous chemicals...maybe stored under your sink, or in your garage.
When it comes time for spring cleaning there are some things you should know about getting rid of them.

"Our goal is to get all of the hazardous waste out of the waste stream and get it here", said Sarah Lerohl; Environmental Program Coordinator at WLSSD.

At the product exchange site here at WLSSD you can grab a quart of water–based primer and you can have up to five items per day.

Seasonal dropping temperatures can also pose some problems.

"One of the issues that we come into the winter is that of freezing and a lot of the hazardous chemicals that you may have in your home or garage especially outdoors could freeze", said Lerohl.

Leaves aren't hazardous but they can cause some serious problems by clogging sewers and filling up landfills. WLSSD has an answer for that as well.

"If you are not going to be using your leaves and your grass in your backyard composter at home, please remember to bring them here to our compost site. Because it is a local resource and it doesn't belong in the trash", said Lori Blais; Environmental Program Coordinator at WLSSD.

Stablex operates a permitted hazardous waste processing and disposal facility in Blainville, Quebec, northwest of Montreal, Quebec in Canada. The Stablex facility principally serves the eastern Canadian and northeastern U.S. industrial markets utilizing proprietary state-of-the-art technology to treat a wide range of hazardous waste. The acquisition was funded with cash on hand and borrowings under a new $75 million reducing revolving line of credit facility with Wells Fargo National Association ("Wells Fargo").


The $75 million reducing revolving line is part of an aggregate $95 million credit agreement entered into with Wells Fargo on October 29, 2010. The Northwest Missouri Regional Council of Governments announces a Household Hazardous Waste and Electronics Waste Collection to be held Saturday, October 9, in Nodaway County. The collections are open to residents of Atchison, Gentry, Holt, Nodaway and Worth Counties only.

On October 9, the Nodaway County HHW/E-waste Collection will be held from 8 am until noon at the Nodaway County Maintenance Barn located at 1516 East Halsey, Maryville.
There is a variety of acceptable wastes that will be collected at the event. Examples of Household Hazardous Waste (HHW) are: fertilizers and pesticides, household chemicals such as bleach, ammonia, cleaners, batteries, CFL bulbs, mercury, antifreeze, paint and varnish.
Do not mix HHW together. Keep HHW in original packaging.
Examples of E-waste to be collected are: computer monitors, computer hard drives, computer accessories, fax machines, televisions, microwaves and cell phones.
Changes in policies have been enacted this year disallowing motor oil, syringes, prescription medicines, compressed gas cylinders, smoke detectors, commercial waste, radioactive waste, explosive waste and unknown wastes.

In 2007, the amount of electronic waste discarded, such as TVs, computers, peripherals, mice, keyboards and cell phones totaled about 2.5 million tons. The quantity of electronic waste that we are generating is steadily increasing. Lead, mercury, cadmium and brominated flame retardants are among the substances of concern in electronics. These substances are included in the products for important performance characteristics, but can cause problems if the products are not properly managed at end of life.

Regional district waste reduction facilitator Rae Stewart said this year’s hazardous waste round-up on Oct. 16 is the 20th annual event, and the final one.


“We’ve been looking for a permanent year-round facility for a while now,” she said.


Stewart said The Battery Doctors on Windsor Road in Kelowna have been awarded a contract to provide drop-off facilities six days a week for hazardous household materials.


The demand for hazardous household waste disposal is substantial in the region.


She noted the annual round-up day was a stop-gap measure.


People became accustomed to it as the chemicals could not be disposed of at the landfill or by way of the sewer system.


Stewart pointed out people want to do the right thing, but don’t have a lot of options for some of the more unusual materials.


Items accepted at the round-up are anything with a flammable, explosive or poisonous label.


The list includes solvents, chemicals, corrosive or toxic cleaners, pesticides and old gasoline. Automotive and household batteries, and propane tanks, are also accepted at the event.


“This is a much easier solution for residents,” Stewart said.


She said drop-offs can begin at The Battery Doctors starting the following week after the round-up.


She noted the annual waste drop-off is a steady event in terms of traffic.


Crews usually see close to 50,000 litres of chemicals and close to 1,000 vehicles arrive during the day.


The 20th annual Household Hazardous Waste Round-up will take place on Oct. 16 at the KLO campus of Okanagan College, from 9 a.m. to 3 p.m.


Access to the site will be off Raymer Avenue at Kelowna Secondary School.

The Government has contributed $400,000 to the set up of the depots, which will be a joint venture between Auckland e-waste recycling firm RCN Group and the Community Recycling Network, which represents local recycling initiatives around the country.


The Government has also put $750,000 towards this year's eDay, a national electronic waste disposal event, after refusing an initial funding application.


Joe Capizzi, chief executive of the RCN Group, said it would set up recycling facilities in Wellington and Christchurch to join its Auckland facility in processing the waste collected at the 20 depots. "We'll be trying to cover most corners of the country."


The RCN Group and the Community Recycling Network would also help fund the development of the depot network.


The depots were intended for IT products but could also collect old televisions, he said. Materials collected, such as glass and copper, would be distributed to local recyclers where possible.


"We're finally getting to a permanent solution rather than just having the once-a-year eDay."


Laurence Zwimpfer, chairman of eDay New Zealand, said eDay would be held on November 6 and Wellingtonians would again take their e-waste to Westpac Stadium.


The Environment Ministry had been concerned eDay was not evolving into a longer-term solution.


The e-waste depots were a step in the right direction but could struggle to become financially sustainable if people balked at paying for the service, Mr Zwimpfer said.

Ipswich-based recycler Chip Tyre chief executive Dave Mohr said a loophole in government regulations, which listed tyres as "regulated" rather than a "hazardous" waste, had allowed their mass export.

Mr Mohr said the practice was "unethical, if not illegal" under the Basel Convention, which prevents the exchange of hazardous waste between countries.

“One of the problems at the moment is that tyres are being baled and sent to China for dubious reasons,” he said. “They are not being recycled, they are being used to fuel kilns or power stations or whatever.”

Tyres are often collected from companies by the cheapest bidding firms, rather than rubber recycling businesses.

Queensland Waste Recyclers Association executive director Rick Ralph said stopping the export of old tyres was critical for local recycling businesses.

"We use the rubber in adhesives and we use it for all sorts of applications, for bitumen in roads," he said.

"If we don't do it, guess where will be importing the rubber back from? China.

"We have businesses now ready and wanting to invest, but because we can't close this loophole and support the local recyclers, there is a danger our local recyclers will go out of business."

The company appears to have won a sympathetic ear from the Queensland Government which is preparing to introduce a $35 a tonne waste levy on businesses storing wastes, including tyres.

Sustainability minister Kate Jones said exporting second-hand tyres would be discussed at a meeting next month of all Australian environment ministers.

"This is federal legislation. As a state minister I am not a signatory to it," she said.

However, Ms Jones said she had met several times with the QWRA and conceded there were obstacles for rubber recyclers.

"At the moment it is cheaper to put them to these carriers than to do something else with the tyres," she said.

Mr Mohr said his business could not compete with those that collected tyres and shipped them to China.

"It is two to three times more expensive for me to do what I am doing compared to what they are doing," he said.

"Everybody believes their tyres are being dealt with in a responsible manner, but they aren't."

Mr Mohr said the major problem was a non-governmental fee collected by tyre retailers for each passenger vehicle tyre they sold.

"At the moment what is happening is that they will collect the $2.50 [for each tyre] and then whoever is the cheapest to the back door to pick the tyres up gets the job," he said.

"So if they can get rid of the tyres for $1.50, or $1.10 each, as some people are talking about to get rid of the tyres, then they are letting the tyres go to whomever might be the cheapest, rather than whomever might be recycling."

Recycled tyre rubber can be turned into grout, playground softfall and mixed in with road bitumen.

Ms Jones said the new Queensland waste levy, to be introduced next July, would put a "price signal" into the waste market and force "cowboy" operators out of the industry.

However, she said the Environmental Protection Agency was already taking action against two tyre recyclers in southeast Queensland, including one business with a licence to store 3000 tyres that had collected 180,000 tyres.

A second tyre recycling business which operated without a licence and without a council development application had been fined $85,000.

Ms Jones promised tougher penalties and more inspectors to monitor Queensland's emerging waste industry.

"We will have to have increased regulation. I believe we will have to have additional officers," Ms Jones said.

Finding enough tyre rubber was one of a number of issues addressed in the new Queensland Waste Strategy 2010-2020, which was launched in July.
